As you can see, Incin, Rapid Strike, Rilla, and a few others are used the most as non-restricteds.
The most common restricteds so far are: Calyrex Shadow, Miraidon, Calyrex Ice, Koraidon, Terapagos, Zamazenta-Crowned, then after that it cuts off sharply to include lesser used Pokemon like Kyogre or Zacian-Crowned.

The game is so new it is hard to say which tiers these Pokemon are in but it roughly feels like people have it figured out already by the usage. Too early to say which mons are underrated or overrated for me. But Terapagos might be the most overrated while Groudon might be underrated as restricted. And Ting-Lu might be underrated and Mienshao overrated as non-restricteds. Wide Guard is better it seems now though and is becoming a lot more common to wall new spread moves like Astral Barrage.
